TAXES AND ASSESSMENTS. Assessments
on land within TCSD are not calculated on an ad valorem basis, but
are imposed on each acre of ownership, and are paid to the Tax
Collector of the County of Riverside. The following are assessments that
may appear on your tax bill:
a.
General Assessment. Currently the Board has placed an
assessment of $25/acre to pay for general District purposes and
the administration of the main arterial road system. The
main arterial road system being Tenaja road, Via Volcano, Calle Pino and
a small portion of Avocado Mesa Road only. Any and all
other streets will be considered a "special benefit" district
or "Zone of Benefit".
b.
Improvement District 88-1. In 1985, 15-year bonds were
sold to finance the pavement of Tenaja Road, Via Volcano and a part of
Avocado Mesa. These bonds will be paid off in fiscal year 2003/04. Early
pay-offs will be subject to a 3% penalty on the balance plus a fee of
$425 payable to TCSD.

Tenaja Zone of Benefit:
a.
Zones 4. Funds
from private financing were procured in
fiscal year 1999/2000 to finance the improvement of $449,515.00 (Zone
4). Assessments for the repayment of this loan will be collected over a
period of 15 years from December
10,1999. Street improvements include a portion of Rancho California Road
from Via Volcano, Calle De Mucho to Avocado Mesa Road and a small
portion of Avocado Mesa Road.
b.
Zone 2/3. This
project was approved by the voters and is currently underway. The
funding of the project is from both loans and assessments. The District
is working a phasing to complete the project and improvements are completed
as the funding is received. Zone 2/3 was approved as a
"pay-as-you-go" assessement district (for 15 years); however,
these assessments can be paid off. Please contact Arlene Miller
at the District office if you wish to pay-off this assessment. The
Street improvements include: Corona Calle Camino, Avocado Mesa
Road to Avenida Perla Bonita and a portion of Avenida Perla Bonita. Current
assessments are $1732.55 per parcel per year. However, some
parcels have pay off assessment. This can be verified by
your escrow agent.
c.
Zone 8.
Rancho Water District has almost completed this project which
included utilities and street improvements. Tenaja has
taken over the maintenance of the street improvements within our
District boundaries. The
street improvements include Avendia Escala from Tenaja Road to Avendia
Bosque; and Hacienda Drive to Avenida Bosque. This
assessment is for maintenance only and not the actual
improvements. Contact RCWD for any bond information. Current
assessments are $285.95 per parcel per year.

District may have some of the following additional
assessments" This may NOT be a complete list, your
realtor or escrow agent will better assist you in other public agency
matters.

4.
Assessment by property association. Tenaja Property
Owners’ Association (“TPOA”) is an association of landowners which
collects annual dues of $25.00 from its members.

District mailings.
Each year a copy of the proposed annual budget and estimated
year-to-date expenditures are mailed to each property
owner of record prior to the public hearing on the adoption of the
budget. No other mailing except those required by law in specific
instances are made. Agenda packets of each Board meeting are, however,
available on request at a cost of $84.00 per year.
7. Maps. Maps
relating to the business of the District are on file
at the District office for inspection of the general public. Reproductions
are available at cost.
